Perry appoints El Pasoan, 18 others, to Juvenile Justice Advisory Board

EL PASO -- Governor Rick Perry appointed 18 new members to the Juvenile Justice Advisory board, including El Pasoan Milton Duntley. Milton Duntley is a retired law enforcement officer who received a bachelor's degree from the University of Texas at El Paso. He is being reappointed, the governor's office said.

The board oversees the treatment and prevention of juvenile delinquency and administers juvenile justice.

According to the news release, the following people were appointed: C

harles Brawner of Katy is chief of police for the Spring Branch Independent School District. He is a graduate of the Law Enforcement Management Institute, Sam Houston State University. He is being reappointed.

Christopher Demerson of Missouri City is a law student at Texas Southern University. He received a bachelor's degree from Texas State University. Demerson replaces Marcus Garrett of Huntsville.

Harold Gaither Jr. of Quinlan is a retired district judge. He served in the U.S. Army. Gaither received a bachelor's degree from the U.S. Military Academy at Westpoint and a law degree from Southern Methodist University. He is being reappointed.

Elizabeth Godwin of Houston is assistant Harris County district attorney. She received a bachelor's degree from the University of Houston and a law degree from the University of Houston, School of Law. She is being reappointed.

David Gutierrez of Huntsville is general manager of Sodexo. He is being reappointed.

Tammy Hawkins of Odessa is coordinator of Odessa Teen Court. She received a bachelor's degree from the University of Texas Permian Basin. She is being reappointed.

Jim Kester of Austin is a retired teacher and social service case worker. He served in the U.S. Navy and Naval Reserves. Kester received a bachelor's and master's degree in education from the University of Oklahoma and a master's in social service administration from the University of Chicago. He is being reappointed.

Kevin Knight of Houston is the Regional Marketing Coordinator for Pacific Life Insurance. He received a bachelor's degree in Economics from the University of Texas in 2001, and will be pursuing an Executive MBA. He is being reappointed.

Luke Lowenfield of Austin is a law student at the University of Texas. He received a bachelor's degree from Washington and Lee University.

Felix Mejia Jr. of Fredericksburg is a retired teacher. He received a bachelor's degree from the University of Texas Pan American and a master's degree in education from the University of North Texas. He is being reappointed.

Magdalena Manzano graduated in May from Sam Houston State University. She will be pursuing a Master's degree in Public Service and Administration at Texas A&M University. Manzano replaces Marshawn Evans of Richardson.

Matt Mims of Colleyville is an analyst with Accenture. He received a bachelor's degree from Texas Tech University. Mims replaces Susan Reed of San Antonio.

Stacey Parker of Austin is office manager for J and R Development. She received a bachelor's degree from Southern Methodist University. Parker replaces Lorena Gomez of Houston.

James Smith of Austin is deputy commissioner for the Texas Youth Commission. He served in the National Guard. Smith received a bachelor's degree from Georgia College and State University. He replaces Dwight Harris of Austin.

Vicki Spriggs of Austin is executive director of the Texas Juvenile Probation Commission. She is a member of the Texas School Safety Center board of directors. Spriggs received a bachelor's degree and master's degree in juvenile justice and counseling from the University of Massachusetts at Amherst. She is being reappointed.

Mario Watkins of Pearland is executive assistant for Jefferson County. He received a bachelor's degree from Lamar University and a master's degree in public affairs from Texas Southern University. He is being reappointed.

Jane Wetzel of Dallas is a retired teacher. She received a bachelor's degree from Southern Methodist University. She is being reappointed.
