FUNDAMENTAL INVESTIGATIVE RULES
MUST FILE A LID: Complaint within the guidelines, if guard refuses form write it out and mail the complaint through the US Mail to the OIG Office P.O. Box 99, Huntsville, TX 77342. Be sure to keep a copy of what you have written, include your name, ID#, Unit, date, time of incident, the refusal of forms and who you requested them from, sign your full name at then end.
FUNDAMENTAL INVESTIGATIVE RULES
Three fundamental investigative rules should be foremost for investigating Life In Danger (LID) incidents. They are as follows:
1. Investigation requires immediate action to ensure the safety of the offender. 2. The (predator) may still be assaulting people, so other offenders may require immediate additional security protection to preclude or limit further damages. 3. The complainants life is in danger and must be immediately confined and put in a restricted area until the investigation is thoroughly and accurately completed and, to collect, preserve and analyze the information before the evidence is altered or destroyed, or change their decision. Statements/affidavits must be on record.
GENERAL INVESTIGATIVE GUIDELINES
When conducting investigations, the investigator must proceed with objective, and logical thoroughness. The investigation must be accurate.
WHO: Determine a list of probable suspects and establish a list of persons who witnessed or know about the act.
WHAT: Determine what degree of damage to persons (target).
WHEN: Establish the exact time and date when the incident occurred or initiated and when it was discovered; from a many sources as possible.
WHERE: Determine the precise location of the target and its relation to surrounding activities.
WHY: Establish all possible reasons for the unlawful activity through the investigation of suspects determined to have had a motive, ability, and opportunity to accomplish the act.
HOW: Establish the type of complaints and determine the procedures and materials employed through investigation, technical examination and analysis.
SPECIAL INVESTIGATIVE ACTIONS
The following outline of possible investigative actions may be used as guide for investigating most incidents in which criminal activity is suspected.
